Construction Management Enterprise System Modernization & Cloud Migration

Overview

OM Group was initially contracted to support the operations and maintenance of a mission-critical web-based enterprise suite of systems supporting federal construction and infrastructure programs. The system has over 30,000 geographically-dispersed users belonging to 22 different organizations including US Army Corps of Engineers (USACE), Department of State (DoS), General Services Administration (GSA), National Aeronautics and Space Administration (NASA), Naval Facility Engineering Command (NAVFAC), Department of Veteran Affairs (VA), US Air Force (USAF), University of North Carolina (UNC), and others. The legacy ColdFusion based system was developed more than 20 years ago and was in critical need of upgrade and modernization to improve performance, security, and long-term sustainability.

Challenge

The challenges included:

  • Aging ColdFusion architecture with significant technical debt;
  • Performance and availability issues due to massive data volume;
  • Multiple databases with duplicative data for each customer agency;
  • Configuration drift across multiple agency environments; and
  • Cybersecurity vulnerabilities and non-compliance with NIST SP 800-53 requirements.

Our Approach

OM Group adopted a multi-pronged approach to address these challenges:

  • Agile Scrum and Kanban for simultaneous modernization while sustaining the legacy system
  • Re-architected to a modular, micro-services architecture for migration to a secure, scalable multi-cloud environment, to include cloud-based disaster recovery (DR)
  • Established governance policies for data archival and retrieval to better manage the growing data store and optimize data storage costs
  • Consolidated, single database with strict role and agency-based access controls to improve performance, reducing duplication and simplifying maintenance
  • Introduced Site Reliability Engineering (SRE) practices, including Infrastructure as Code (IaC) and DevSecOps
  • Migrated legacy code to modern, secure tech stack using .NET Core 8, React and cloud native Azure services
  • Piloted the redirect for the platform to Veterans Affairs and obtained FedRAMP authorization on legacy

Impact

  • 50% performance improvement through data archival and SQL optimization.
  • Greater system reliability and availability through SRE and DR enhancements.
  • Eliminated configuration drift with IaC and automated DevSecOps pipelines.
  • Improved compliance alignment with NIST SP 800-53 and successfully achieved both agency Authority to Operate (ATO) as well as FedRAMP certification.
  • Established a future-ready, scalable multi-cloud architecture.

The platform is now positioned for long-term sustainability, improved performance, and secure, scalable cloud operation, enabling the next generation of federal infrastructure management.
